Yes, a hamlet is a village without a church, whether it has a school or a shop is irrelevant.
It is quite an old classification and I think that historically a Hamlet would be served by a nearby castle for its religious needs. At least that is the case of hamlets around Arundel Castle.

No church, shops or schools. A village has a church. A town has more than one church and a city a cathedral I think.
